I can't see the video, but if this is about April Glaspie, it's more a case of a weak ambassador giving a mealy-mouthed response to a veiled threat of aggression.

I was talking about George HW Bush's ambassador to Iraq in 1990, but the problem seems to have gotten worse.
Hillary may not be timid, but she's not effective. I don't think she's accomplished anything, anywhere. She's essentially in exile.
I just love the way North Korea dismissed her and demanded that her husband come back to beg for the release of Al Gore's employees.
